October 14, 1998

Minutes

Judy Clements, Chair, welcomed everyone to the first CEA meeting of the fall'99 semester at 3 p.m. She introduced Mr. Richard Cole, Director of Family Service Center. Mr. Cole explained that USCA provides its employees and their dependents with an Employee Assistance Program that offers confidential counseling addressing a wide range of individual, couple and family problems. Legal services for simple wills or living wills can be arranged. A toll free 800 number is available for employees and after some information is obtained; the employee will be referred to a local affiliate in this area. Employees may receive four clinical services visits in a one‑year period. The service is free and confidential. Brochures with additional information may be obtained in the USCA Human Resources Office.

Judy then asked for everyone to introduce themselves and give the area in which they work for the benefit of new employees.

Minutes from the May 19, 1998 meeting were approved.

Ida Fogle, Director of Human Resources, spoke to the group about accruing annual and sick leave, how this leave may be used, and how to donate excess annual and sick leave days to a 'pool.' She also talked about other leave such as court leave, medical or extended leave, and a death in the immediate family. Questions and more information may be obtained directly from the Human Resource Office, or there is a Web site for USC Human Resources with all policies listed at: http:\\hr.sc.edu. The Web page for the USCA Human Resources Office is http:\\www.usca.sc.edu\hr. Ida also mentioned that our holiday leave this year will begin on December 24th and returning to work on January 4, 1999.

Mike Hosang thanked everyone who contributed to the Annual Family Fund. Approximately $28,000 was raised so far this year.

Mr. Tony Yamada updated the group on the parking issue. With enrollment up this semester, there have been problems with adequate parking, especially on Monday and Wednesday mornings. A few temporary parking spaces were created. A turn‑off was created in front of the RPSEC to accommodate 3 buses. Signs have been ordered which state that yellow spaces are for faculty and staff, and white spaces are designated for students. Plans are to reseal and reconfigure spaces in Lot C. There will be 20 fewer yellow spaces in C lot when nursing moves to their new facility. A few spaces will be available behind the nursing building. USCA is also looking at limiting Pacer Downs'residents from parking on campus on certain days and times. Any changes are targeted for Fall 99. There is a group looking at long‑term parking. Anyone with ideas or suggestions should contact Mr. Yamada.

There was no report from the Nominating, Advisory, or Special Events Committee.

The Executive Committee met on September 15 to plan the agenda for today's meeting. The committee also decided on Friday, October 30 as the date for a Halloween Pot‑Luck Luncheon. All USCA employees (staff and faculty) are invited to participate. Bring your favorite dish and join us in Room 116/B&E from 12:00 ‑ 2:00 p.m. Feel free to dress in costume if you like. It should be a fun time and all are encouraged to participate.

Judy reported that the Institutional Planning Cabinet (IPQ has met twice this semester. She represents classified employees on this important committee. The Committee looked at what could be ftmded from the current budget. She mentioned that although USCA is a "statesupported" institution, only 37% of the budget is derived from state funds. Tuition and fees provide another 37%, and the remaining 26 % comes from grants, private gifts, and fees. Judy mentioned that IPC will have a Web page in the near future (under USCA Resources). The next IPC meeting is scheduled for October 26 @ 2:30 p.m. in B&E 102. Visitors are welcome.

Karl Munschy and Mike Hosang reported on activities of the Entrepreneurial planning team. Karl distributed a'Summary of Entrepreneurial Opportunities Planning Team (EOPT) Work'. The following recommendations are to be undertaken this year:

Establish a "Chancellor's Entrepreneurial Spirit Award."

Each of the units that rely substantially on external support should meet regularly to exchange

ideas, share resources, and continue the work of the team.

Develop a "Grant Writing" workshop.

A campus‑wide marketing plan should be developed with significant input from each campus

unit.

Lastly, Maria Chandler of Human Resources reminded everyone that a "Budget and Credit" workshop is planned for November, a "Stress" workshop in December, and "Phone Techniques" and "Customer Care" are planned for 1999. These workshops are free and open to all employees.

There being no further business, the meeting adjourned at 3:45. A list of employees attending the meeting is included.
