Assignments for APLS 471- Spring 2007

I. This semester all your Reading Mastery Questions will be found on the Blackboard website. If you are not familiar with Blackboard, here is what you must do. Also, even if you have a Blackboard password, it must be changed every six months for security reasons.

1.      a. Log in to VIP at http://vip.sc.edu  using your USCA user name and four digit PIN

b. Click on the Technology link on the left

c. Click on the Show Me Network User name link. Your network user name will be displayed and you will be prompted to choose your password.

You must type in the password twice to verify your choice. You must choose an 8 digit password that includes at least one upper case letter, one lower case letter, one number, and       one special character.

d. Be sure to memorize this or keep a record somewhere secure so no one will have access to this!

If you receive error messages from VIP (either when looking up your username or setting the password) please carefully record the error message and code and contact the USC Computer Services Help Desk, 777-1800 or the USCA CSD Help Desk at 641-4357.

2.      a. Now that you have a USC password, you can begin to use Blackboard! Go to www.usca.edu/helpdesk to get started

b. Click on the Current Students link

c. Go to Assistance with Blackboard (html version)

d. There you will find instructions for getting into Blackboard and logging in. Remember that you will have to use your USC Network User Name and password.

3. All of the Blackboard mastery questions will be found under the Test link. They are automatically graded.

II. You will also have discussion questions – and some other assignments as well  (internet assignments and a few assignments based on readings on reserve in the library).  – The links to all of this will be embedded in the assignments below

Feb. 5-----------------First paper topic due – if I don’t have it by midnight, on Feb. 6 I will assign you a topic!

Feb. 5 – 11----------An Introduction to Budgeting  (Unit 4) (you will have a reading from your text and your first Blackboard assignment this week)

Feb. 12 – 18--------Kinds of Budgets and How Budgets are Made (Unit 5) (you will have a reading from your text and your second Blackboard assignment this week)

Feb. 19 – 25--------The Economy and Politics: The President, Congress, and the Federal Reserve (Unit 6) (you will have a reading from your text and your third Blackboard assignment this week)

Feb. 26 – Mar. 4— How We Tax and Spend: A Detailed Look at Fiscal Policy (Unit 7) (you will have a reading from your text and your fourth Blackboard assignment this week)

Mar. 5 – 11--------- Budgeting at the National Level (Unit 8) (you will have a reading from your text and your fifth Blackboard assignment this week)

Mar. 9----------------First paper due at midnight

Mar. 12 – 16--------Spring break week

Mar. 19--------------Second paper topic due – if I don’t have it by midnight, on Mar. 20 I will assign you a topic!

Mar. 12 – 25--------Budgeting at the State Level (Unit 9) (you will have a reading from your text and your sixth Blackboard assignment this week)

Mar. 26 – Apr. 1---Budgeting at the State Level, continued (Unit 10) (you will NOT have a Blackboard assignment this week)

Apr. 2 – 8------------Budgeting at the Local Level (Unit 11) (you will have a reading from your text and your seventh Blackboard assignment this week)

Apr. 9-----------------List of five peer-reviewed articles you plan to use in your paper must be submitted by today at 5 pm.

Apr. 9 – 15----------Budgeting at the Local Level, continued (Unit 12) (you will NOT have a Blackboard assignment this week)

Apr. 16----------------Second paper due at midnight

Apr. 16 – 22---------Budget Execution and Financial Management (Unit 13) (you will have a reading from your text and your eighth Blackboard assignment this week)

Apr. 23 – 30-------Stability and Change in Public Budgeting (Unit 14) (you will have a reading from your text and your ninth Blackboard assignment this week)

Student evaluation of teaching – please complete by the last day of class – and it’s anonymous, just like the paper forms!
