Select from the following list of topics, and once again, do a literature review just as you did for the first paper. Follow the same format. For this paper, I want you to submit a list of articles you plan to use at least a week prior to the due date – that’s by April 9.

 

Alternatives to local property taxes: Matt Burroughs

Funding the space program (and can we justify it from a financial standpoint): Erin McCullough

Privatizing local government services (you can do something general or focus on a particular service or compare two services or case studies): Rollie Martinson (general)

Lotteries (you might want to do a case study, like Georgia or SC or Florida or the newest, NC): Paul Cromer (general overview of lotteries); Ronnie Hanna (case study of SC lottery)

Comparing the proposals of presidential candidates (pick two and look in detail at the proposals made by each): Julie Duncan (Clinton and McCain)

I do want to remind you that you may not use Wikipedia as a source and if I find you have copied or closely paraphrased material from Wikipedia, even if you cite it, you will receive a zero for the paper. The usual rules concerning plagiarism also apply and I will report all honor code violations as specified in the Student and Faculty handbooks. 

You must read and review five separate articles. List each one separately. Your paper should include a brief introduction describing your topic. Your conclusion should be several paragraphs or up to a page – tie all of the articles together and draw some conclusions.

For some topics I may permit you to supplement with newspaper or magazine articles. In those cases you will need to use at least ten substantial articles from newspapers like the NY Times and Washington Post.  If you are looking at proposals of a presidential candidate you will also have to use their literature or refer to their website but much of that is general.

The paper must consist of approximately 1775 words, exclusive of footnotes and bibliography (this is equivalent to one five page doubled spaced typed paper). You must consult with me in person or by email before selecting the topic. Each of your two papers will receive a letter grade (translated into numbers). You must supply me with a mailing address to receive a copy of the paper with your grade and my comments (or come by my office). Each paper counts for 20% of your grade (40% total).

1. These journals are available under the electronic resources link in our library, at least the more recent issues. You must do a review of a complete article, not a book review or a one or two page commentary! You can also check under J-Stor and see what is available on your topic, then check back with me.
